Russia:

"We have to develop a certain roadmap for Iraq. In it, we should determine a time frame for the creation of a transitional government, the formation of a constitutional assembly, the creation of a constitution and the election of a permanent Iraqi government," Lavrov said.

"And only then can we talk about the formation of an international force for peacekeeping efforts in Iraq," he said.

"In essence, we have to break all existing logic and start with a clean sheet."
